Immediately after Independence, Nehru gave utmost importance to developing the 'scientific temper', a key pillar of the new India which he sought to create. Today, India is lagging behind. Bureaucracy is one reason why Indian scientists do so well abroad, but not in India. What can India do to promote & retain scientists?
